The master plan of the Astrakhan Agglomeration, developed as part of a consortium led by the Moscow General Plan Institute, won the competition, which was held from March to July 2021. This is the first Russian competition for a masterplan for the development of an entire agglomeration, a huge territory with an area of 2.6 million hectares, including not only the city of Astrakhan, but also the entire Caspian delta of the Volga.
